One of the major influence on the development of the law is the way in which legal institutions and professions work. In looking at liability law, the key issues are

• What are the bodies (e.g. law reform agencies) that influence the development of the law? How have they influenced liability law?
• Who are the key people in the legal profession(s) that influence legal development, and how? And
• How do legal procedures shape the way in which the law develops?
